Latest Update on PH Customs AMS and GoFast System

It is our pleasure to share the following updates:

 

Advanced Manifest System (AMS)
The Bureau of Customs MISTG conducted a series of stakeholder consultation meetings and briefing on AMS last May 3-4 and May 11 in South Harbor, Port Area, Manila.

 

In fulfillment of its obligation as BOC-accredited value-added service provider, Cargo Data Exchange Center Inc (CDEC) conducted numerous client briefings and orientation on AMS from 11 May to 25 May for members of the Association of International Shipping Lines (AISL), Philippine Ship Agents Association and Philippine Multimodal Transport and Logistics Association Inc.

 

Such activities included executive briefings for Semiconductor & Electronics Industries in the Philippines, Association of SEIPI Logistics Managers, Philippine Economic Zone Authority First Philippine Industrial Park locators and airline clients of PAGSS (Philippine Airport Ground Support Solutions, Inc.) and Paircargo (Ninoy Aquino International Airport). Seafreight and airfreight forwarding companies not affiliated with any industry association were also invited to attend CDEC client briefings.

 

Starting 28 May, the focus of CDEC information dissemination and client orientation activities will shift to the following:

 

• Submitting to BOC MISTG documented formal report on issues and concerns relayed by clients on the provisions of CMO-06-2018 and its implementation. This feedback mechanism is an integral part of CDEC information dissemination campaign.

• Increasing the number of stakeholders complying with AMS and the number of PDF file submissions through detailed training on the mechanics of electronic documentation submission

• Commencing PDF file submissions by foreign airlines through the facilities of airfreight community systems based at foreign airports of origin; and

• Undertaking client briefing and orientation in outports (Clark, Subic, Cebu, Davao and others).

 

Note: The CDEC VASP AMS service has been operational since the second half of 2016 and used by stakeholders who conducted testing as early as a year ago.

 

Online Payment of AISL Equipment Insurance Through GoFast
The AISL recently issued an advisory for nationwide implementation of online payment of equipment insurance through GoFast system.

 

The online payment system eliminates the need for customs brokers and their processors to make a separate trip to AISL terminal offices in the port area just to make manual payment of equipment insurance. Information dissemination to stakeholders in Cebu and Davao are lined up in the next two weeks to train port users to avail of this online payment system.
