The Philippine Board of Investments (BOI) continues to implement its electronic Certificate of Authority to Import (eCAI) for vehicles accredited under the Motor Vehicle Development Program despite the Bureau of Customs’ (BOC) earlier decision to suspend the process.

“BOI is implementing its eCAI and apparently, the system is being accepted for clearance of completely knocked-down units,” a PortCalls Asia source said.

He added BOC has no authority to defer the eCAI implementation unless it can show an executive order suspending the system.

BOC earlier said it was deferring imposition of the eCAI due to ongoing integration of its electronic-to-mobile system to the National Single Window.

The eCAI is designed to eventually link to the BOC but the latter’s system is apparently not yet fully ready.

Requests for an audience with the BOC to iron out kinks have been left unanswered, the PortCalls Asia source added.

The eCAI has been in place since June 6, 2011 with InterCommerce Network Services as value-added service provider. It had been pilot tested for shipments of Honda, Honda Motors, Mitsubishi, Suzuki Motors, and PhilHino.
