The Philippine Bureau of Customs (BOC) last week filed its first smuggling complaint under new commissioner Rozzano Rufino Biazon.

Charged before the Department of Justice for defrauding government of at least P1 billion in customs duties were Petronas Energy Philippines chief finance officer Evelyn Cardoza Taneo, and customs brokers Jerilee Uy Conlu, Carlos Barte, Dennis Ayong, and Edgar Gallana.

“From July 2010 to March 2011, Petronas made several importations of petroleum products covered by 51 port entries with a combined dutiable value of P1,058,129,741.63,” Biazon said in a press briefing following the filing of the case.

Biazon said the shipments were not covered by a load port survey.

BOC requires bulk and breakbulk shipments to secure a load port survey report 12 hours before the arrival of the goods. Regulations also require that shipments remain in custody until a load port survey report from an accredited surveyor is submitted.
