Draft CMO on Proposed Revisions To Seafreight e-Manifest Submission
Efforts are under way to review existing BOC policy and procedures on advance submission by shipping lines and forwarders/consolidators of e-manifest through BOC-accredited value-added service providers.
Among the procedures being reviewed are the time frame during which forwarders and consolidators may submit their electronic consolidation cargo manifest (e-CCM), penalty fees for late manifest submission, and procedures on amendments of the inward foreign manifest.
The next question now is – when will BOC push to have ACOS lodgments migrated to e2m Transshipment System.
BOC Meeting Regarding Advance Airfreight e-Manifest Submission
Deputy Commissioner for MISTG Primo Aguas and his team met with members of the Philippine Chamber of Air Express Operators (PCAEO) to discuss issues being clarified on implementation procedures specifically relating to import cargo pre-clearance which will be directly impacted by mandatory advance submission of air manifest.
ACOS PSAD Lodgments Without Entry Numbers
The office of BOC NAIA Deputy Collector for Operations has issued instructions to all BOC-accredited VASPs to instruct their respective clients to re-submit all ACOS PSAD lodgments made since December 2014 that have “No Response” from BOC ACOS system. The purpose of the electronic resending is to ensure that entry numbers are received and Cargo Transfer Fee (CTF) is collected.
PEZA Electronic Import Permit and Export Documentation Systems
The Philippine Economic Zone Authority (PEZA) recently held a meeting with its accredited VASPS to discuss proposed enhancements on the system and procedures currently implemented for PEZA eIP and AEDS systems. Among the items currently reviewed are procedures relating to approval and upload of list of importables and exportables.
