bocBigLogoThere have been more movements in the executive ranks at the Bureau of Customs (BOC). Arturo Lachica, deputy commissioner for the Internal Administration Group (IAG), has been made head of the Revenue Collection Monitoring Group (RCMG) effective June 1.

Lachica replaced Maria Editha Tan, who returned to the Department of Finance (DOF) due to her critical role as a senior chairman of one of the Asia-Pacific Economic Cooperation committees. The Philippines is this year’s APEC host economy. Prior to her appointment to BOC, Tan was assistant secretary and officer-in-charge of the International Finance Group of DOF.

Tan was part of the reform team that entered BOC in October 2013, which included deputy commissioners Jessie Dellosa (Intelligence Group), Atty. Agaton Teodoro Uvero (Assessment and Operations Coordinating Group), Primo Aguas (Management Information System and Technology Group), and Myrna Chua (IAG). Enforcement Group Deputy Commissioner Ariel Nepomuceno was appointed in December 2013.

Lachica, who was previously with the Career Executive Service Board, was appointed IAG chief in July last year, replacing Chua who returned to the Department of Budget and Management (DBM).

Replacing Lachica at IAG is Administration Office Director Jesusa Dimpna Lejos, formerly a director at DBM who was detailed to BOC in early 2014.

Meanwhile, Aguas, who resigned as MISTG chief last May, still has no replacement. The MISTG officer-in-charge is director Angelica Sarmiento, who was also detailed from DOF.

Personnel movements have been going on at BOC since the reform program to overhaul the agency’s tarnished image started in 2013.

Last May, John Phillip Sevilla resigned as head of BOC and was replaced by returning Customs Commissioner Alberto Lina. – Roumina Pablo
