ID-100293167Philippine importers and customs brokers issued provisional clearance by the Bureau of Internal Revenue (BIR) but were not able to comply with the submission of required certificates prior to the expiry of their clearance will have to re-apply, according to the BIR Accounts Receivable and Monitoring Division (ARMD).

As part of an accreditation process implemented by the Department of Finance in 2014, importers and customs brokers wanting to transact with the Bureau of Customs (BOC) must accomplish a two-tiered accreditation, first with the BIR then with the BOC.

In an advisory on the BIR website, ARMD said importers and customs brokers with their respective Importer’s Clearance Certificate (ICC) and Broker’s Clearance Certificate (BCC) but who have yet to comply with the submission of the required certificates under Revenue Memorandum Order (RMO) No. 1-2015 prior to the expiry of their clearances have to re-apply pursuant to RMO No. 33-2014.

Under Section II B of RMO 1-2015, applicants granted with provisional ICC and BCC must submit certain documents one month prior to the expiration of their provisional ICCs and BCCs.

Applications must be submitted to RM 115 window, beside BIR post office, at the ground floor of the BIR National Office building at BIR Road, Diliman, Quezon City.

“Please fasten all documents in a folder and put it inside long expanding envelope. Label all documents and arrange/file in the same order as it appears in the application for easy checking,” BIR said.

Moreover, BIR said effective July 1, ARMD will no longer entertain personal follow up of ICC and BCC applications.

In making follow-ups, BIR said importers and customs brokers must need to accomplish the form provided by ARMD and “this office will respond to you through the email address provided.”

“You may also check our website to check if your application has already been processed,” BIR said. The list of processed applications can be seen under the Appropriate Lists in the BIR website. BIR said if the name of the applicant is not found in the list, applicants can call or email ARMD.
