The Philippine Department of Transportation (DOTr) is now allowing the public to view its bidding and procurement activities via live online streaming in a bid to promote transparency and good governance.

Transportation Secretary Arthur Tugade ordered the live online streaming of all of the department’s bidding and procurement processes, DOTr said in a statement.

The first bidding made available for public viewing via DOTr’s Facebook page was the opening of bids on May 29 for several maritime projects.

The Bids and Awards Committee (BAC) opened bids for the following port projects: construction of river landing at Coastal Port (Hamtic and Bugasong Port); Alobo Port development project, involving the extension and widening of the causeway and construction of a concrete pier head; Kaputian Port development project, which would see the construction of a concrete platform; and the San Jose Port rehabilitation project.

A lone bidder, LNR Construction, bid for the Coastal Port Project and was declared eligible by the BAC after passing the technical and financial eligibility requirements. The company also submitted its bid for the Alobo Port project but was disqualified for failing to provide some of the technical eligibility requirements.

FAAA Construction and Trading was the lone bidder for the construction of a concrete platform at Kaputian Port, a gateway to Davao’s Samal Island, and was declared eligible after satisfying the requirements.

For the San Jose port development project, four bidders were declared eligible, all of whom will undergo detailed evaluation by the technical working group.

As of 2 p.m. of May 29, the first livestream coverage of the DOTr procurement process via Facebook reached more than 45,000 followers, was viewed more than 8,000 times, and received positive feedback from followers.
