The Philippine Bureau of Customs (BOC) is looking for a service provider to support and maintain its electronic-to-mobile (e2m) system.

In a bid bulletin, BOC said it is looking for interested parties to configure and maintain the software system installed at the BOC, which currently runs on the Trade World Manager (TWM) software.

Interested parties must own the title, copyright, and all other intellectual property for the TWM software, including the components and algorithms, or they must have been granted by the owner the right to use, manage, develop, and apply the software.

Applicants must also be a certified service provider in developing, customizing, modifying, maintaining, and upgrading software and applications, particularly the TWM, using the SO Class framework. Alternatively, they must have been granted by such certified service provider the right to provide these services.

Another requirement is the capability to program and reprogram as well as customize trade/customs software.

Expressions of interest and proof of qualifications for the project will be accepted by BOC not later than 2:00 p.m. of July 7, 2017.

From time to time, BOC’s e2m system has suffered technical glitches, which sources said are a reflection of the need for a major upgrade. Various customs administrations have tried to improve or change the system, first implemented in 2009, to little avail.
