The Philippine Bureau of Customs (BOC) has assigned four BOC officials to their new postings as district collectors as part of the agency’s major reshuffle.
Carmelita Talusan, district collector of Port of Subic, formally assumed on March 16 the post of new district collector of Ninoy Aquino International Airport (NAIA). Talusan replaced Atty. Vincent Philip Maronilla, who had been appointed as NAIA district collector in December and formally taken up his post in January 2018.
Atty. Ma. Liza T. Sebastian of the Revenue Collection Monitoring Group and Atty. Lyceo C. Martinez of the Compliance Monitoring Unit were also appointed district collectors of Port of Surigao and Port of Zamboanga, respectively. They replaced Surigao collector Lilibeth Mangsal and Zamboanga collector Atty. Jesus Balmores.
Mangsal, meanwhile, has been appointed new acting deputy collector for operations of Port of Cebu.
The relieved collectors failed to meet their February collection target, BOC said in a statement. Of BOC’s 17 collection districts, only NAIA, Surigao, and Zamboanga missed their targets.
Their relief is part of Customs Commissioner Isidro Lapeña’s directive to replace district collectors who are unable to reach their assigned revenue collection target.
Meanwhile, NAIA deputy collector for passenger services Arsenia Ilagan has officially assumed her plantilla position as district collector of Port of Legazpi, replacing Atty. Ma. Lourdes Mangaoang, who will assume Ilagan’s post.
“Her [Mangaoang] assumption in NAIA as deputy collector is not due to poor performance in revenue collection but for her to take [on] a bigger responsibility,” Lapeña clarified.
Mangaoang’s reassignment to NAIA Passenger Service is expected to boost the revenue collection of this port, BOC said.
In a separate occasion, Lapeña swore into office director Jessie L. Cardona of the Anti-Terrorism Council Program Management Center as head of BOC’s Accounts Management Office, which oversees the accreditation of importers and customs brokers.
“He is one of my trusted men in the public service and I know he will resolve the issues in the Account Management Office in no time,” Lapeña said.
