The Public-Private Partnership Center (PPC) Project Development and Monitoring Facility (PDMF) Committee has approved the provision of support for the project development, transaction advisory and management of competitive challenge process relating to the Davao-Sasa and General Santos port projects.

The PDMF Committee is the approving body for project support applications to the PDMF, a revolving fund used to engage consultants in helping develop bankable PPP projects and ensure effective monitoring of project implementation.

Approved on February 1, the PDMF support for the Davao-Sasa and General Santos port projects shall focus on providing assistance in managing the competitive challenge process for the two unsolicited joint venture proposals, PPC said in a statement.

The proposals involve the rehabilitation, upgrading, and operations and maintenance of the Davao-Sasa Port and the Port of General Santos.

Chelsea Logistics Holdings Corp. (CLHC) has submitted an P11.5-billion unsolicited proposal to rehabilitate and develop Davao-Sasa port, while Davao-based private port operator Kudos Trucking Corp. has filed an unsolicited proposal to develop General Santos port.

CLHC’s proposal, which was submitted to the Philippine Ports Authority (PPA) for evaluation last August, will be done in four phases, with phase one involving the rehabilitation of the existing port at a cost of P5 billion.

According to CLHC president Chryss Alfonsus Damuy, the next phases will commence once “certain milestones” in cargo traffic have been achieved.

Damuy said CLHC is proposing a 25-year concession agreement to operate the port, handling international and domestic containers, general cargoes, and passengers.

Kudos’ letter of intent and complete documentation for the proposed facility were also submitted to PPA last year.
