THE Philippine Interisland Shipping Association (PISA) is asking the Maritime Industry Authority (Marina) to come up with clear policy directions for the shipping sector.

"We want to know Marina’s policy directions as everything still hangs in the balance as of now," PISA executive director Ernesto Pagayo told PortCalls.

"These policy directions will enable us to forecast as well as properly plan our operations relative to fleet modernization as well as compliance with several policies such as double-hulling for tankers," Pagayo, who is also executive director of Philippine Petroleum Sea Transport Association, said.

Policies that will take effect next year include the required double-hulling of all tankers carrying white oil; imposition of the tonnage fee; and full application of the Protection and Indemnity insurance program.

"With a number of policies set to take effect by next year, we are still clueless on how to align our operations and investments (with that of government). Marina wants to be strict with all sectors but they remain tentative in their moves," Pagayo said.

Last July, PISA submitted to the Aquino administration its wish list for the shipping industry. The proposals include putting a cap on fees, particularly pilotage; contracting at least two cargo-handlers in every port to ensure competition and prevent monopoly of services; strengthening the Cabotage Law; conducting an assessment on local crew competency; auditing maritime schools; creating standards for inspection; and training a pool of safety inspectors.
