Maersk Line has issued a reminder to its clients that the European Customs Advanced Manifest Rule will be strictly enforced from July 1, 2011 and that noncompliance may get the cargo penalized or fined, or both. The advanced manifest rule was implemented January 1, 2011 and underwent a monitoring period that ends June 30, 2011.

Under the rule, goods entering the European Union customs territory must be declared electronically before arrival by the carrier and within the timelines set by European customs authorities.

Maersk Line advises its customers to submit the accurate and complete Transport Document Instructions (TDI) within the deadlines established by the Maersk Line local office. Failure to submit the TDI in time will lead to halting of cargo loading and unloading.

These pieces of information must be included in the shipping instructions:

  • Bill of lading number
  • Shipper and consignee name and address
  • Notify party
  • Acceptable goods description
  • 4 digit HS commodity code
  • Package type
  • Number of packages
  • Container number
  • Gross mass (kilogram)
  • UN code for dangerous goods
  • Seal number
  • Transport charges method of payment code

The carrier must submit the Entry Summary Declaration (ENS) to the EU Customs 24 hours before cargo is loaded aboard a vessel. Cargo arriving to EU ports without an advanced ENS may be held at the EU entry point and imposed fines or penalties.
