The Philippine Bureau of Customs (BOC) missed its collection target in April, the 11th consecutive month it has done so.

BOC took in P25.43 billion, 9% below its monthly goal of P28 billion. But compared with January’s deficit of P4.73 billion, February’s P3.24 billion and March’s P3.85 billion, April’s P2.57-billion shortfall is the narrowest posted since the start of the year.

The latest collection is also 13% higher than P22.4 billion registered in April 2011.

Government expects BOC to collect P346.41 billion for whole of 2012.

“The good thing about our collection for April is that the shortfall is only in single-digits,” Customs Commissioner Rozzano Rufino Biazon said.

“We were collecting at least P1 billion a day and one time we collected more than P3 billion a day. We were optimistic (that we would) hit our target but collection slowed down during the latter part of the month.”

Total collection from January to April reached P94.96 billion, P14.4 billion short of the P109.36-billion target. Of the total, the tax expenditure fund accounted for P5 billion and cash collections the rest.

Recently, BOC implemented full physical examination of reefer vans, a measure meant to appease domestic hog growers who accuse the agency of doing nothing to prevent meat smuggling in the country. The measure has slowed processing time, however.
