Eighteen Bureau of Customs officials have been assigned to new posts in the latest appointments approved by Finance Secretary Carlos Dominguez III.

Dominguez recently signed three Customs Personnel Orders (CPOs) dated December 28 reshuffling officials to different posts at the Port of Manila (POM), Port of Subic, and Manila International Container Port (MICP).

CPO No. B-07-2018 transferred the following officials to MICP:

  • Atty. Balmyrson Valdez from the Office of the Commissioner to acting district collector;
  • Michael Angelo Vargas from acting Iloilo officer-in-charge (OIC) to acting deputy collector for Operations;
  • Atty. Ma. Rhea Gregorio from Compliance Monitoring Unit (CMU) to acting deputy collector for Assessment; and
  • Atty. Marichelle De Guzman from Prosecution and Litigation Division of Legal Service to Office of the District Collector.

The same CPO transferred the following MICP personnel to different posts in the same district:

  • Athena Dans from MICP Informal Entry Division chief to deputy collector for Administration;
  • Florante Ricarte from MICP Bonds Division to acting chief of the same division;
  • Atty. Danilo Ballena, Jr. to acting chief of Informal Entry Division;
  • Ivy Joy Nitura from MICP Auction and Cargo Disposal Division (ACDD) to OIC of the same division; and
  • Dennis Louie Tan from MICP Customs Container Control Division to OIC of the same division.

CPO No. B-06-2018 affected the following POM officials:

  • Atty. Ernelito Aquino from POM OIC and concurrent to deputy collector for Operations to acting deputy collector for Operations;
  • Ronald Gabriel Reyes from Formal Entry Division (FED) to acting chief of the Miscellaneous Manufacturing Bonded Warehouse Division (MMBWD);
  • Antonio Meliton Pascual from acting deputy collector for Assessment to FED chief; and
  • Marilyn Estur from FED chief to assistant chief of the same division.

Two officials from other districts were transferred to POM under CPO No. B-06-2018 and these are:

  • Ramon Anquilan from OIC of Ninoy Aquino International Airport (NAIA) to acting deputy collector for Assessment; and
  • Gerardo Macatangay from MICP acting deputy collector for Administration and ACDD chief to acting deputy collector for Administration.

CPO No. B-15-2018 transferred three personnel to Subic port:

  • Fidel Villanueva from MICP CCCD acting chief to acting district collector;
  • Ciriaco Ugay from Subic port OIC to acting deputy collector for Assessment; and
  • Atty. Rey Roland Bergado from chief of POM MMBWD to acting deputy collector for Operations.

In a press conference on January 15, Customs commissioner Isidro Lapeña said there will be a major revamp in BOC this year, following personnel movements last year that affected 761 officials and personnel.

He said the Department of Finance is expected to release by January 16 CPOs that will affect 46-48 officials.

He noted he hopes the names of Atty. Vincent Phillip Maronilla as district collector of NAIA and Atty. Vener Sia Baquiran as POM district collector, whose appointments President Rodrigo Duterte signed last December, will be included in the announcement on January 16.
