Lawyer James Edward Dy Buco has been appointed as the new deputy commissioner for Assessment and Operations Coordinating Group (AOCG) of the Philippine Bureau of Customs.
A long-time customs official and former officer-in- charge district collector of Davao Port, Dy Buco took his oath as the new AOCG head on December 8. He is an alumnus of Central Philippines University and finished his Juris Doctor degree at the Ateneo de Manila University Law School. He rendered public service as Provincial Board Member in Antique, and worked with BOC for more than 10 years.
Dy Buco, who was then acting district collector of Davao, resigned in 2013 after heeding the call of then customs commissioner Rozzano Rufino Biazon for all district collectors to step down to pave way for a major revamp of the agency.
Dy Buco was also a professor of law. He took the place of Atty Agaton Teodoro Uvero.
Two other deputy commissioners — the one for Management Information System and Technology Group and Internal Administration Group — have yet to be appointed. The deputy commissioner for the latter group, Atty Art Lachica, was killed in an ambush last month. So far no one has been apprehended for the ambush.
