ID-10053189The Civil Aeronautics Board (CAB) has rationalized requirements for unopposed applications to operate of air transport operators and service providers.

CAB through Memorandum Circular (MC) No. 04-2016 said it will prescribe a new list of requirements for processing unopposed applications for an original or a renewal of an authority to operate as an international or domestic airfreight forwarder, general sales agent of foreign airlines (passenger or cargo), and offline carriers.

CAB said this is “in recognition of the President’s directive and as part of this Office’s continuing effort to provide improved public services, specifically through a reduction in the processing time of the applications.”

MC 04-2016 will “prospectively apply to applications filed upon effectivity hereof,” which will be on July 25.

Any pending applications will also be covered by the circular “insofar as it is beneficial to the applicant.”

“Only applications with complete and valid documentary requirements shall be received by the Board,” MC 04-2016 notes.

CAB said applications will be processed within five working days of completion of all requirements.

Last April, CAB issued Board Resolution No. 06 to implement a “less paper transaction” program and cut down on the paper requirements of applications that need to go through hearings and investigations, a preparatory move for the complete digitization of all the agency’s operations by 2017. – Roumina Pablo
