The joint venture North Luzon Airport Consortium (NLAC) has won the contract for the operations and maintenance (O&M) of Clark International Airport (CRK).

The Bases Conversion and Development Authority (BCDA), lead agency for the project, said the 25-year, P5.61-billion concession contract for the O&M project was awarded to NLAC on December 19.

NLAC consists of Changi Airports Philippines Pte. Ltd., a fully owned subsidiary of Singapore-based Changi Airports International Pte. Ltd; Filinvest Development Corp.; JG Summit Holdings Inc.; and Philippine Airport Ground Support Solutions Inc.

“The bid was awarded after the Special Bids and Awards Committee conducted a stringent and very transparent process with the International Finance Corporation of the World Bank (IFC-WB) as its transaction adviser, and the Public-Private Partnership Center (PPPC),” BCDA said in a statement.

On the same day, the National Economic and Development Authority Board Investment Coordination Committee-Cabinet Committee (NEDA ICC-CabCom) confirmed the reasonable rate of return submitted by NLAC, the lone bidder for the project.

X-Droid, composed of Angkasa Pura II of Indonesia, Globalport 900, Mazy Capital and Desco, submitted bid documents last November 9 but was reportedly disqualified.

Under Republic Act (RA) No. 6957, as amended by RA 7718, or the Build-Operate-Transfer Law, bidding exercises with only one bidder must undergo a negotiated process under NEDA.

The project involves the O&M of the existing and the proposed new passenger terminal buildings at the airport located at the Clark Special Economic and Freeport Zone in Angeles City, Pampanga.

Once opened in the first half of 2022, the new CRK airport terminal is expected to help decongest Ninoy Aquino International Airport and accommodate an additional eight million passengers per annum.

Envisioned to be the next major gateway into the country, CRK serves various destinations locally and internationally, with 332 domestic flights and 158 international flights weekly.
