The Christmas season is just around the corner so I thought of sharing with our readers my own Christmas wish list:
• Mandatory implementation of e2m AEDS in all airports
e2m AEDS has long been mandatory for seafreight and I hope BOC can make an immediate decision on this for airfreight.
• Data integration of PEZA AEDS-to-e2m AEDS
I understand that a draft customs memorandum is already being reviewed and PEZA-registered enterprises have been alerted by their respective service providers to prepare for its eventual implementation.
• Implementation of e2m Transshipment System to replace ACOS in Mactan and NAIA
The old BOC ACOS System is experiencing recurring technical problems in NAIA and Mactan. Many stakeholders are wondering when this system will be replaced by e2m Transshipment System.
• Strict mandatory implementation of advance submission of airline and aircargo consolidation manifest (all airports)
The electronic air waybill (e-AWB) initiative of the International Air Transport Association (IATA) is projected to gain significant momentum in 2014. On the part of BOC, a final decision needs to be made now on when to fully implement strict mandatory advance submission of air manifest in all airports.
Update On 2nd Pilot Project For Self-Certification System
Recently, the Export Development Council EDC) Networking Committee on Trade Policies and Procedures Simplification (NCTPPS) disseminated an advisory informing members that President Benigno S. C. Aquino III already signed Executive Order (EO) No. 142 implementing the 2nd Pilot Project for the Self-Certification System.
The NCTPPS advisory stated that the project aims to initially implement a system within the ASEAN Free Trade Area (AFTA) in preparation for the development and operation of an ASEAN-wide Self-Certification System by 2015 and is included in the ASEAN Economic Community (AEC) 2015 blueprint.
Under the self-certification scheme, there shall be no need to present a Certificate of Origin (Form D) in claiming tariff preferences as it allows Certified Exporters to self-declare that their products have satisfied the ATIGA ROO (ASEAN Trade in Goods Agreement Rules of Origin) by making such declaration on the commercial invoice.
NCTPPS members were also informed that the EO states that BOC, as an implementing agency will grant, suspend, or revoke the status of certified exporters; monitor the proper use of the Certified Exporters status, including the verification of the authenticity and validity of the Invoice Declarations made; monitor compliance of Certified Exporters with the laws, rules and regulations pertinent to exportation and importation; and perform other appropriate functions consistent with the implementation of the MoU on the Second Pilot Project. BOC is expected to issue a Customs Administrative Order and Customs Memorandum Order in order to implement the EO.
