Former Clark International Airport Corp (CIAC) vice president for airport operations retired Lt. Gen. Raul Del Rosario has been appointed as the new administrator of the Office for Transportation Security (OTS), an attached agency of the Department of Transportation (DOTr).

President Rodrigo Duterte officially signed Del Rosario’s appointment papers on August 28, 2019.

As head of the OTS, Del Rosario is tasked to lead the country’s national transport security programs for all public transportation hubs nationwide.

During his stint at CIAC, Del Rosario was designated as the DOTr’s Transportation Security Administration focal person, supporting the improvements in security operations at Ninoy Aquino International Airport (NAIA) that led to the lifting of the public notice issued by the United States Department of Homeland Security on August 8, 2019, according to the DOTr.

DOTr said that “equipped with military experience and extensive training in intelligence, security, counter-terrorism and aviation, Del Rosario seeks to improve transport security programs and initiatives throughout the country.”

Del Rosario said: “In dispensing transportation service to our passengers, safety and security should be an overriding concern. The public avails of our services in the hope that it will bring them to their destinations safely. We must not fail in this regard.”

Prior to his appointment to the OTS, Del Rosario had 37 years of experience in the military, where he served as commander of the Western and Central Commands of the Armed Forces of the Philippines, and undertook various command positions under the Philippine Air Force.
