The unsolicited proposal of the Filinvest Development Corp. (FDC) and JG Summit Holdings Inc. consortium for the long-term development of Clark International Airport (CRK) will be reviewed by the Department of Transportation (DOTr) and the Bases Conversion and Development Authority (BCDA).

DOTr and BCDA in a joint statement said they have received the unsolicited proposal committing P839 billion to redevelop the Northern Luzon hub through a joint-venture agreement.

“The DOTr and BCDA will thoroughly review the legal, technical, and financial aspects of the proposal within a specified timeline and strict deadline based on the required processes and regulations,” said in a joint statement.

The consortium last week said it submitted an unsolicited proposal to redevelop CRK, tapping Singapore’s Changi Airports International as its technical partner.

The new proposal is different from the P187 billion outlay that was proposed by the consortium last year and that was rejected by the government as it decided it would develop CRK through a hybrid public-private partnership scheme.

“This proposal is different from the one earlier submitted by the consortium as it does not include the construction of the second terminal building but instead proposes the long-term development of the airport into the country’s second international gateway and also includes the operation and maintenance of the existing and new terminals under a joint venture with BCDA,” the consortium said earlier.

Under the new proposal, the consortium will augment the capacity of the airport, expand facilities including terminals and runways, and operate and maintain the existing and new passenger terminals.

It also intends to develop, operate, and maintain the commercial assets of CRK, which include facilities for general aviation and fixed-base operations and real estate.

Meanwhile, DOTr and BCDA said they are on track with the bidding out of the P12.55-billion project to construct a new passenger terminal building at CRK.

Some 12 local and foreign firms, including a joint venture by Megawide and GMR Infrastructure of Singapore; China State Construction Engineering Corp.; and R-II Builders, Inc., have bought bid documents.

Deadline for submission of bids is December 5, while the construction contract will be awarded to the winning bidder on December 15.
