CLARK International Airport Corp (CIAC) has reopened bidding for the construction and development of its Terminal 2 (T2) airport project after an earlier bid failed to pass ownership requirements.

CIAC said it rejected with finality the offer of a consortium led by Kuwaiti firm Al Mal-Pride because it violated Philippine laws requiring a 60-40 ownership of the business in favor of Filipino citizens. The consortium had a 70-30 ownership.

“We are now open to accept and evaluate other unsolicited proposals for the development of the DMIA (Diosdado Macapagal International Airport) Terminal 2 project,” CIAC vice president for operations Romeo Dyoco said in a statement.

“However, this is not to be construed in any manner as a solicitation of previous or future proposals,” Dyoco added.

The disqualified consortium offered to sink in $100 million to construct DMIA’s T2 as well as take over Terminal 1 and adjacent areas, including the 1,500 hectares in the Clark Civil Aviation Complex. It also offered to, in the future, put up Terminal 3 provided no other airport is developed within a 50-km radius.

CIAC is currently expanding Terminal 1 at a cost of P308 million. It is expected to be operational next month.
