The Department of Transportation (DOTr) gave San Miguel Corporation (SMC) the go-ahead to commence construction of the Bulacan International Airport after the two parties inked on September 18, 2019, a concession agreement for the financing, design, construction, operations and maintenance of the airport development project.

The Bulacan International Airport is envisioned to help decongest the Ninoy Aquino International Airport (NAIA) and complement operations of Clark International Airport, in order to serve the current and anticipated rapid growth in aviation traffic demand in the Greater Capital Region.

Transportation Secretary Arthur Tugade and SMC president and chief operating officer Ramon S. Ang signed the agreement at the DOTr Central Office in Clark, Pampanga. At the signing were, from left DOTr Undersecretary for Railways Timothy John Batan, Civil Aviation Authority of the Philippines (CAAP) Director General Jim Sydiongco, DOTr Undersecretary for Planning Ruben Reinoso, DOTr Assistant Secretary for Procurement and Project Implementation Giovanni Lopez, DOTr Undersecretary for Finance Garry de Guzman, SMC Senior Vice President and Head of SMC Infrastructure Lorenzo Formoso III, DOTr Secretary Arthur Tugade, SMC Infrastructure Chief Finance Officer Raoul Romulo, SMC President and COO Ramon Ang, SMC Infrastructure Head of Technical Norberto Conti, DOTr Undersecretary for Legal Affairs Reinier Yebra, DOTr Undersecretary for Aviation and Airports Manuel Antonio Tamayo, SMC Infrastructure Head of Operations Egay Doña, DOTr Assistant Secretary for Railways and Mindanao Projects Eymard Eje, CAAP Director General for Operations Donaldo Mendoza, CAAP Deputy Director General for Administration Ricardo Banayat, and Clark International Airport Corporation President Jaime Melo.
