Noel Eli Kintanar, assistant vice president (AVP) and executive director of property giant Ayala Corporation (AC), has been named as transport undersecretary for rail, a new position under the Philippine Department of Transportation and Communications (DOTC).
Incoming Transportation Secretary Atty. Arthur Tugade confirmed on June 20 the appointment of Kintanar to the position in the next administration. There is at present no such title in the current DOTC structure.
The Ayala group is involved in several public-private partnership (PPP) projects, among which are the operations of the Automated Fare Collection System and the Light Rail Transit Line 1 under the Light Rail Manila Consortium. The group also won the contract to build in front of one of its own malls the common station for Metro Manila’s three rail lines, but the project has been placed under a temporary restraining order by the Supreme Court.
Kintanar has been the executive director and AVP of Ayala Corporation and Ayala Land since 2007. He is also chief operating officer of Ayala subsidiary AC Infrastructure Holdings, Corp., a position he has held since 2012. He also used to head the commercial operations of Fort Bonifacio Development Corp. and was the president of Philippine Infrastructure Corp.
From 2001 to 2004 he served as executive director of Public-Private Partnership Center of the Philippines, the government agency that overlooks the implementation of PPP projects.
Kintanar has a Bachelor of Science degree in Community Development from the University of the Philippines, and holds a master’s degree in Public Administration from Harvard University’s John F. Kennedy School of Government.
