Former Muntinlupa Representative Rufino Rozzano Biazon was appointed by Philippine President Benigno Aquino III as the new commissioner of the Bureau of Customs and former Scout Rangers commander Danilo Lim as the agency’s deputy commissioner for intelligence.

Biazon replaced Angelito Alvarez, under whose term BOC failed to reach most of its collection targets. Alvarez was also accused by some sectors of not doing enough to stamp out smuggling. A few months before he left office, almost 2,000 container vans transshipped from Manila ports to the Port of Batangas went missing.
