NEWLY installed Customs Commissioner Angelito Alvarez is deferring for a month plans to reshuffle port district collectors.

A review will be conducted after 30 days to see if a re-organization is necessary.

“I do not believe in reshuffling people,” Alvarez said, noting this is not enough to curb smuggling and corruption at the bureau.

“Instead, we should reward those who are performing well and motivate those who are not… Changing people will not guarantee (that we will) meet targets but proper motivation could, based on my experience when I was still with the private sector,” he said.

Alvarez, who was Philippine Basketball Association chairman and team manager of basketball team Burger King before his appointment at the Bureau of Customs (BOC), said at the time of the acquisition of Burger King, the team’s president was not replaced despite the team’s less-than satisfactory performance for seven years. Instead, proper management guidance, motivation and continuous monitoring were instituted which later resulted in better results.

“With that experience in mind, it will be the same course I will take here at the BOC,” Alvarez said.

The BOC chief is confident the bureau can hit its collection target for the entire 2010 without the need for increasing taxes and duties.

Under the revised goal, the BOC will have to turn in revenues of P160 billion in the second half, much higher than the programmed P124.056 billion for the first semester.

In the first six months, the BOC posted a surplus of P7.4 billion on a revenue take of P130.142 billion.

For next year, the collection goal is P333 billion.
