The Philippine Shippers’ Bureau (PSB) recently published a list of non-accredited freight forwarders, some of whom have been reported for non-delivery of balikbayan (personal effects) boxes.
PSB director-in-charge Atty. Victorio Mario Dimagiba said overseas Filipino workers should book balikbayan boxes only with PSB-accredited freight forwarders and Philippine agents to ensure packages reach their destination.
PSB accredits Philippine sea cargo forwarders and Civil Aeronautics Board, air cargo forwarders.
“With low rates, foreign principals do not have enough funds to bear the cost of transporting cargoes, and they fail to remit delivery funds to their Philippine freight forwarders, causing the shipments to be abandoned at the ports and not being delivered to consignees.” Dimagiba said.
Local freight forwarders/Philippine agents with no PSB accreditation include 2GO Express Inc.; Aerosend; Alas Cargo Phil.; Associated Consolidation Express (ACE); Dausan International Forwarder; FACF Parcel Delivery; FRS Philippine Freight Services Inc.; International Cargo Forwarder; J.J. Transglobal Brokerage; JAR Cargo Forwarders; Mail Plus Cargo Carriers; Manila Broker; Maru Cargo Logistics Phil.; R&M Cargo Services; Rodah Cargo Manila; South Atlantic Cargo Inc.; Trico International Forwarding (Phils) Inc.; and VCG Customs Brokerage.
Foreign principals and consolidators blacklisted due to reports of undelivered packages and other PSB violations are Al Rodah Marine Cargo; Cityline Cargo; Dagupan Cargo Packaging Services; Express Link Cargo Services; and Smooth Express, all from the United Arab Emirates.
From the United States, blacklisted firms include AAA Cargo Express, Inc.; ABSCBN Star Kargo; Aerosend; Alas Cargo; Associated Consolidations Express-Ace Cargo; FRS Phil. Freight Service, Inc.; Shipping Express; and South Atlantic Cargo.
From Saudi Arabia: Cargo Net Worldwide Services; Express Cargo; Fil-Asia Cargo Forwarders Phil.; Global Cargo; RJM Freight Cargo Forwarders; WRJ Freight Forwarders; and North and South Express Cargo.
From Singapore: Hagibis Express Pte. Ltd and Maru Cargo Logistics LLP.
From Ireland: Maharlika Enterprise Cargo Service and SCRL Cargo.
From Malaysia (Bayanihan Express), Australia (Dausan International Forwarder), Hong Kong (Ford Cargo International) and Cyprus (Trico International).
Accredited freight forwarding companies blacklisted and issued show cause orders are: D’ Winner Logistics Phil. Inc.; LCSN Express Movers Inc.; MC Plus Inc.; Transtech Global Phil Inc.; and Wide Wide World Express Corp. These companies are in danger of revocation of their PSB accreditation, the agency said.
To avoid being a victim, PSB urged shippers to regularly monitor advisories and alerts from the agency and refer to the list of non-accredited freight forwarders at offices of the Overseas Worker Welfare Administration, Bureau of Customs, Department of Trade and Industry-Regional Offices, Philippine embassies and consulates, Philippine Trade and Investment Centers, Consumer Agencies of Foreign Government and Freight Forwarders Regulating Agencies of Foreign Government.
