The Bases Conversion and Development Authority (BCDA) is inviting bidders for the P12.55 billion project that will see the construction of a new passenger terminal building and other airport facilities at Clark International Airport (CRK) in Pampanga.

In a presentation, BCDA said the project, the first phase of a four-stage overall airport development program, aims to construct a new passenger terminal building to accommodate 8 million passengers annually, as well build or install all the required associated facilities—both landside and airside—to support the operations of the new terminal.

Under the project’s timeline, the selection of the engineering, procurement and construction (EPC) contractor is scheduled from July to November. Construction of the new terminal, as well as selection of the operations and maintenance provider, is slated to start in December. Project completion and launch is eyed for the first quarter of 2020.

The project is part of Phase 1 of the Master Development Plan (MDP) created by French firm Aeroports de Paris Ingenierie, which was tapped in 2014 to do the feasibility study for the airport project.

According to the MDP, Phase 1 will see the construction of a new passenger terminal building with a one-runway system and a capacity of 8 million passengers each year.

The second phase is the expansion of the terminal building to accommodate up to 16 million passengers annually, construction of new full-service carrier terminal (FSCT) with a six million passenger capacity every year, and a two-runway system.

The third phase involves the expansion of the FSCT to accommodate 10 million passengers yearly, construction of a new Low Cost Carrier Terminal (LCCT) with an annual capacity of 20 million passengers, and a two-runway system.

The last phase involves expanding the FSCT to a capacity of 16 million passengers annually, constructing a new LCCT with a 28-million-passenger annual capacity, and a three-runway system.

Once the overall project is finished, CRK can accommodate 80 million passengers annually.

Bidding for Phase 1 is open to all interested and eligible parties, whether local or foreign. They must submit to the BCDA office in Taguig City all pre-qualification and bid documents by the deadline indicated in the Instruction to Bidders.

The project, a cooperative undertaking with the Department of Transportation, was approved by the National Economic and Development Authority Board last June.
