The Philippine Bureau of Customs (BOC) will implement its own version of the Automated Export Declaration System (AEDS) at the start of March to complement a similar initiative by the Philippine Economic Zone Authority (PEZA).
A supplemental memo operationalizing the AEDS under the BOC electronic-to-mobile (e2m) system is now being prepared.
The order will cover all export declaration-single administrative documents lodged electronically by registered exporters to the BOC e2m AEDS through BOC-accredited value-added service providers (VASPs). The documents cover those whether filed at the export divisions of BOC collection districts, including sub-ports, or at the One-Stop Export Documentation Centers.
As opposed to the BOC AEDS, the PEZA system – for mandatory imposition by March 15 — covers only export declarations of economic zone locators.
Under the BOC AEDS, all exporters will be required to register under the Client Profile Registration System.
Before mandatory imposition of the AEDS, BOC is expected to conduct a seven-day parallel manual run of the system.
This early, some stakeholders led by the Export Development Council (EDC) are questioning some provisions of the supplemental memo.
The EDC last Friday was scheduled to meet to discuss particulars of the soon-to-be adopted memo. The meeting was scrapped at the last minute after news came out that the BOC was determined to implement the AEDS on March 1, leaving no one any time to air their concerns.
Issues for discussion at the cancelled meeting included whether the exporters authorized representatives or EAR can represent multiple exporters under the AEDS; and whether the P115 documentary stamp can be abolished in keeping with Executive Order 554 Section 1.
That EO directed “departments, bureaus, commissions, agencies, and offices in the Executive Branch of the Government, including government-owned and/or controlled corporations and other instrumentalities of the government… to eliminate the fees imposed on export-related permits and clearances except those imposed by specific laws”.
