THE Department of Public Works and Highways (DPWH) has received an unsolicited proposal to connect the North and South Luzon Expressways from Metro Pacific Tollways Development Corp (MPTDC).
DPWH said while the project complies with the Build-Operate-Transfer rules, it will still be subject to further scrutiny.
The proposed P17-billion expressway links the North Luzon Expressway (NLEX) with the South Luzon Expressway (SLEX). The right of way is expected to cost government P2.41 billion.
The project involves the construction of a13.2-kilometer elevated road via Philippine National Railroad tracks within the Manila Central Business District, from the end of NLEX at C3 to the beginning of Skyway 1 at Sen. Gil Puyat Avenue.
The connector aims to support more efficient movement of people and goods through congested urban areas; reduce travel time between NLEX and SLEX to 20 minutes; provide unrestricted travel flow from the ports to Southern, Central and Northern Luzon; and connect vital international airports and seaports.
MPTDC is expected to complete the project design and construction in three and a half years.
