CLARK Development Corp (CDC) began implementing the electronic Export Documentation System (e-EDS) at the start of the month.

The system is in preparation for the full adoption of the Bureau of Customs' (BOC) nationwide electronic-to-mobile (e2m) export system where all export declarations will have to be submitted electronically to the BOC and all export clearances, licenses and permits submitted to the agency prior to cargo loading.

Somewhat similar to the e-TAPS (electronic-Transit Admission Permit System) in effect in Clark since January 2009, the e-EDS allows exporters from Clark the flexibility to lodge their electronic export documents and pay electronically through the Land Bank via CDC-accredited value-added service providers (VASPs). So far the only CDC-accredited VASP is InterCommerce Network Services.

The e-EDS adopts the Department of Trade and Industry (DTI) Export Declaration or the Single Administrative Document (ED SAD) form that allows for single filing of export applications for use by CDC, DTI and BOC for their evaluation and approvals.

Under CDC's December 3, 2010 memorandum circular, locators and exporters using the e-EDS should submit a proforma application letter, CDC location registration for e-EDS and CDC exportables templates for review before these are endorsed to the nominated VASP.

Upon endorsement, the VASP will upload the CDC locator/exporter profile and its list of exportables to the CDC trade system.

CDC and BOC will jointly inspect the export shipment before it is issued an exit clearance from the Freeport zone.

For cargo loading and departure of vessel, the locator exporter should submit a copy of the DTI ED SAD, invoice and airway bill/bill of lading to CDC within 15 days after the issuance of the CDC Export Documentation. Non-submission will trigger the suspension of the locator from use of the system.

While waiting for the e-EDS' full implementation, CDC locators may continue to use the manual CDC export documentation system.
