Based on the latest indicators, the total number of e2m AEDS electronic export declarations lodged during February 2014 remain at the 12,000 to 13,000 monthly transaction threshold. This figure does not include electronic EDs submitted by PEZA and freeport export enterprises as well as manual export declarations processed in NAIA and Mactan.

In terms of total electronic EDs processed by e2m system per loading port, the nationwide ranking is shown below:

MICP – 59%
Davao – 13%
NAIA – 10%
Cebu – 7%
Tagoloan/CDO/Gensan – 5%
Port of Manila – 4%
Others (Batangas/Iloilo/Clark/Surigao) – 2%

Stakeholder Comments on CMO 04-2014
The issuance of Customs Memorandum Order 04-2014 on the subject: Policies, Guidelines and Procedures for the Accreditation of Importers and Brokers With BOC Pursuant to DOF Department Order 12-2014 has triggered numerous comments and reactions.

BOC Commissioner Sevilla already signed an official memorandum on transition guidelines for importers and customs brokers with existing I-CARE accreditation expiring during the 01 March 2014-31 May 2014 period.

I understand that a public forum will soon be organized in order to articulate these and provide BOC an opportunity to make detailed clarification.

(Email info@portcalls.com for New Regulations on Importer and Customs Broker Accreditation Public Forum. Event set on March 11, 2-5pm, Visayas Ballroom, Sofitel Philippine Plaza. Click here for registration form.)

One of the concerns that remains unanswered: Are PEZA and Freeport locators encompassed by CMO 04-2014?

Subsequent developments during the weeks ahead will be closely monitored by all stakeholders.
