All carriers operating in Manila are now required to first secure slots for runway and terminal capacity from airport coordinators before being granted the right to operate flights, the Civil Aeronautics Board (CAB) announced.
In an advisory, CAB ordered all international and domestic carriers that operate scheduled and non-scheduled services in Manila to acquire slots for runway and terminal capacity from the Civil Aviation Authority of the Philippines (CAAP), Manila International Airport Authority (MIAA), and Air Coordination Australia (ACA). The government has tapped Sydney-based ACA to help in the slotting system of the Ninoy Aquino International Airport.
Without the confirmed slots from these airport coordinators, CAB said no right to operate will be granted to airlines.
CAB said this new requirement is in line with its general supervision, regulation, and control of carriers.
To secure the permit for operating rights, CAB said the requesting airline should make a schedule clearance request (SCR) for slots and submit it to the ACA. Once ACA approves the request, the applicant must simultaneously submit this with both CAAP for confirmation of the runway slots and MIAA for terminal capacity slot clearance. Upon securing the clearances from the three aviation bodies, the carrier must file with CAB its petition or application to operate flights to and from Manila, with the clearances as attachments.
The advisory—signed by CAB executive director Atty Carmelo Arcilla, CAAP director general William Hotchkiss III, and MIAA general manager Jose Angel Honrado—is effective immediately.
