NLEX Corp., a subsidiary of Metro Pacific Tollways Development Corp, is planning to submit an unsolicited proposal to the Philippine government to construct an expressway connecting the Manila-Cavite Expressway (Cavitex) to the Port Area.
The tollway developer is still finalizing the study and alignment plan, but puts the initial cost of the proposed project at P20 billion, according to NLEX president and chief executive officer Rodrigo Franco.
The project will link Cavitex and North Luzon Expressway (NLEX)—both tollways operated by units under Metro Pacific Investments Corp (MPIC)—from Harbor Link Segment 10.
NLEX Corp. is currently building NLEX Harbor Link Segment 10, an elevated highway that begins from MacArthur Highway in Valenzuela and proceeds to Malabon and C3 Road in Caloocan, extending to Road 10. Segment 10, the last portion of the Harbor Link project, is expected to be completed by the end of the year.
MPIC chairman Manuel Pangilinan in 2015 had actually mulled connecting Cavitex to Manila North Harbor through an underwater expressway or a bridge, since the group has other tollway projects in the area.
Aside from Harbor Link, MPIC, through subsidiary MPCALA Holdings Inc., will be connecting Cavitex and South Luzon Expressway under the P35.43 billion Cavite-Laguna Expressway, which already started construction.
MPIC also expects to start constructing by the fourth quarter the NLEX-SLEX Connector Road, an elevated expressway starting at Segment 10 and connecting through the Metro Manila Skyway Stage 3.
