The use of the automated export declaration system under the Philippine Bureau of Customs’ (BOC) electronic-to-mobile (e2m) system will be mandatory in all seaports starting June 1.
The policy is contained in a memo dated May 18, 2012 signed by Customs deputy commissioner for Management Information System and Technology Group Ma. Caridad Manarang.
In the same memo, Manarang said the AEDS will be implemented in all airports beginning August 1.
Under the system, the BOC will no longer accept dual processing — manual and electronic — of export entries. This means all authorized forwarders/brokers and/or exporter’s representatives should file export entries of their client-exporters electronically through any one of the BOC-accredited value-added service providers, InterCommerce Network Services, Cargo Data Exchange Center and E-Konek Pilipinas.
As a pre-requisite to using the e2m-AEDS, exporters, as well as their authorized forwarders/brokers and/or exporter’s representatives, must be registered under the BOC’s Client Profile Registration System (CPRS) for exports.
MICP transshipments
Meanwhile, transhipments from the Manila International Container Port (MICP) to Clark Development Corp, Subic Bay Metropolitan Development Authority, Authority of the Freeport Area of Bataan and Philippine Economic Zone Authority will have to fully migrate to the e2m transshipment system from the Enhanced Automated Cargo Transit System (e-ACTS), deputy commissioner Manarang said in a separate memo dated May 16, 2012.
“Locators of Clark Development Corp, Subic Bay Metropolitan Development Authority,
Authority of the Freeport Area of Bataan and Philippine Economic Zone Authority that are already registered in the Bureau’s e2m Client Profile Registration System (CPRS) are required to use the e2m Transshipment System effective immediately,” the memo reads.
“Moreover, locators who are not yet CPRS-registered are enjoined to register with Bureau’s CPRS as soon as possible.”
PortCalls understands that there is agreement among stakeholders and the BOC that full migration to the e2m transshipment system at MICP should be in effect by July 1.
Transhipments from Ninoy Aquino International Airport and the Port of Manila to the eco zones may still use e-ACTS.
Under the e2m transshipment system, lodgment of transshipment entries is done electronically through the BOC-accredited value-added service providers by shippers registered under the CPRS.
Under e-ACTS, the payment of transshipment forms are done manually.
