ATI_SH3The Philippine Bureau of Customs (BOC) has released a schedule of cargo-handling tariff, arrastre charges and wharfage dues that must be used as guide in the computation of landed cost for shipments going through the Manila International Container Terminal and South Harbor.

Customs Commissioner John Sevilla, who signed Customs Memorandum Order No. 07-2014 on Feb. 26, said the move was in view of “the need for simplified rules and procedures in the computation of duties and taxes, and in line with the computerization program of the Bureau”.

The schedule is based on the Philippine Ports Authority rates effective January 16, 2013.

Under the memorandum, arrastre charges for a full container load (FCL) of imported cargo is P3,727 per 20-footer (TEU) and P8,551 per 40-footer (FEU) and 45-footer, exclusive of the 12% value-added tax.

For FCL export cargo, the rates are P3,043 per TEU and P6,989 per FEU and 45-footer.

Arrastre charges on containerized dangerous cargoes range from P5,590.50 to P12,826, depending on the class of cargo (exclusive of 12% VAT).

Wharfage rate on containerized import cargoes is P519.35 per TEU, P779.05 per FEU and P916.50 per 45-footer.

The rate for wharfage on boxed export cargo is P259.70 per TEU, P391.05 per FEU and P458.25 per 45-footer. – Roumina Pablo
