THE Bureau of Customs (BOC) is requiring the mandatory submission of electronic consolidation manifest at the Ninoy Aquino International Airport (NAIA) starting November 24.
“In consonance with the trade facilitation policy of the BOC, air cargo freight forwarders and consolidators are hereby required to submit electronic ACOS (Automated Customs Operating System) consolidation manifest to NAIA through the electronic facilities of authorized service providers or BOC-accredited VASPs (value-added service providers)…,” Atty. Carlos T. So, NAIA district collector, said in his order.
“By November 24, the entry processing division of NAIA will not process shipments the details of which are not in electronic manifest,” So stressed.
Cargo Data Exchange Center (CDEC), a BOC-accredited VASP, said it is also improving its network infrastructure connectivity with BOC NAIA in order to fully help air cargo stakeholders comply with the requirement.
CDEC has also advised its existing air cargo consolidator clients that they do not need to take any additional action on the matter since they are already using CDEC electronic manifest facility.
The company has started accommodating requests from its seafreight consolidation manifest clients for training of their airfreight departments on electronic air consolidation manifest submission.
InterCommerce Network Services said it is also complying with the two messaging requirements—ACOS and XML—and will start parallel run in the next two weeks.
