THE automated export declaration system takes effect today (June 1) in all customs territories but the Bureau of Customs will continue to accept manual export declarations for the next three months.

Excluded from the system are Philippine Economic Zone Authority and freeport zones which have to first produce their own implementing rules on the policy.

The parallel manual run is contained in a supplemental memo crafted by the Export Development Council (EDC). The memo also provides for manual payment of the P115 documentary stamps until the Bureau of Customs (BOC) devises an alternative electronic payment system outside of the Payment Abstract Secure System v. 5 or PASS 5.

In addition, it provides for automatic expiration and cancellation of all unused export declarations/single administrative documents.

Under the automated export system, only exporters, customs brokers and customs forwarders registered under the BOC’s Client Profile Registration System may lodge export declarations electronically via BOC-accredited value-added service providers.
