THE Bureau of Customs will implement the e2m (electronic-to-mobile) Customs Phase 4 Transit/Transshipment System starting December 1 at the Port of Manila, Manila International Container Port, and Port of Batangas.
THE Bureau of Customs will implement the e2m (electronic-to-mobile) Customs Phase 4 Transit/Transshipment System starting December 1 at the Port of Manila, Manila International Container Port, and Port of Batangas.
The implementation schedule is contained in a memo dated November 12 and signed by Deputy Commissioner for MISTG Alexander M. Arevalo with the subject “Effectivity of CMO (Customs Memorandum Order) 43-2010” ( Memo-re-effectivity-of-CMO-43-2010click here for CMO).
Released with Arevalo’s memo was CMO 43-2010 (Procedures for the Implementation of e2m Customs System – Phase 4 Transit/Transshipment System in all Customs Port Nationwide) dated October 13, 2010.
CMO 43-2010, however, does not cover all transit shipments destined for Philippine Economic Zone Authority or freeport/special economic zones.
Only importers/customs brokers accredited under the e2m Customs Client Profile Registration System (CPRS) can lodge transhipment declarations through any customs-accredited value-added service provider.
The operational provisions of CMO 43-2010 encompass the detailed procedures for electronic lodgement of declarations, processing, duties and taxes, assessment and payment, electronic online release, and physical cargo in both the port of discharge, port of final destination of import cargo, outside container yard-container freight station and airport customs bonded warehouses.
