President Rodrigo Duterte has signed a law granting a 25-year franchise to Magnum Air (Skyjet), Inc. to establish, operate, and maintain domestic and international air transport services.
Under Republic Act (RA) No. 11410, approved on August 22 and released on August 29, Magnum Air secured a franchise to carry passengers, mail, goods and property, by air, both domestic and international.
Magnum Air operates leisure airline Skyjet, which started operations in December 2012 and which offers flights from Manila to Batanes; to Coron and San Vicente, Palawan; and to Camiguin. It uses a fleet of 80-seater BAE-146 manufactured by British Aerospace.
Under the law, Magnum Air services include maintaining hangars and aircraft service stations and facilities and other similar services necessary to aircraft transportation.
Magnum Air also has the right to construct, operate and maintain stations or transmitting sets for wireless telegraphy and direction findings, and other radio aids to air navigationat its terminal and landing fields, as well as in its aircraft, using wavelengths in accordance with the rules and regulations made from time to time by the proper agencies of government.
All aircraft, equipment, and accessories must be airworthy and its crew licensed by the Philippine government, according to RA 11410.
The airline has to secure the appropriate certificates, permits, and licenses to operate from the Civil Aeronautics Board (CAB) and Civil Aviation Authority of the Philippines (CAAP). Its equipment and the operation of such equipment will also, at all times, be subject to inspection and regulation by CAAP. Moreover, Magnum Air must comply with the Civil Aeronautics Act of the Philippines.
Rates for passengers, mails, goods and freight are subject to approval of CAB and other regulatory agencies of the government.
